Dear Mr. Fuller,

 

I gathered from our telephone conversation today that you visited the Mill Farm site last Thursday June 3rd with Planning Officer Mr. Summers, but with no other Council Officer.

 

With respect then to your role as LBRuT Tree Officer, hence especially to four large trees that had stood by the south west boundary of the site, I am concerned to establish their status at that time.

 

The particular issue is that albeit that you had no particular knowledge of any revocation of planning condition LA04A the Planning Condition was indisputably breached by the developer, in view of the obvious fact that the soil was already removed from the roots of the trees to the extent that their survival was thus in danger, with the protection as specified therefore not in place.

 

It is also anything but clear from whence the impetus to fell the trees arose.  Did the developers suddenly announce the intention, were they in effect immediately instructed to do so or was there some previous decision or consideration?

 

I am also concerned to define any prior involvement on your part, having gained the impression that before that day you were not consulted about the issue of contamination.  If there was any work done before then I should be interested to study any report, direction, guidance or correspondence likely to assist to understand the outcome.

 

I should also wish to confirm that all the trees on the site were healthy with no sign of decay, leaf loss, or any other disease or deficiency.
